in the united states today, most mothers of preschool and school age children are employed outside the home. some mothers have placed their children in the care of others and never come back. designed as schools rather than as child care facilities, the ens were only open for part of the day, and their enrollments were supposedly restricted to the children of the unemployed. public opinion was slow to accept the dual ideas of maternal employment and child care.
